When a request is made, a few factors go into figuring out whether that request can be filled or not.

For intercampus loans, sometimes the library cannot locate the item and realize it is missing and thus cannot fill the request.

For Interlibrary Loan requests, sometimes the loaning library can't locate the item either. Or sometimes, the item is trendy, and they have the right to decide they want to keep the item available for their students rather than send it to us. This decision is at the discretion of the loaning library, but the Interlibrary Loan team will do all they can to fulfill your request. Also, some item types are not available for request through Interlibrary Loans, such as textbooks and reserve items.

GIL-Express (items requested from other University System of Georgia institutions) can be denied for similar reasons. Maybe the item cannot be found, or it is held in a special collection that the other library doesn't allow to circulate. Also, be aware, most University System of Georgia schools, including GSU, do not allow periodicals, references, media, microfilm, microfiche, special collections, and reserves items to circulate.
