Yes and no.  You're welcome to come to Perimeter campus libraries to study, read, use the computers, ask librarians questions, etc.  However, you only have borrowing privileges when you are currently enrolled in classes; in other words, you can't check out books, videos or other library materials during semesters you're not taking classes.  

Also, any funds on your student ID will not be activated for printing and copying, but if you have added money to your card, you can call 678-891-3330 to have your funds activated for that day, or you can purchase a visitor card for $1 cash and add money to the visitor card.
