In Georgia, it's generally legal to record people in public places without their consent, but it's illegal to record them in private places without their consent. Open study areas of the University Library are public spaces and, therefore, taking photographs or filming people and things that are plainly visible in these areas is generally allowed. However, you have the right to ask the person filming you to stop or “leave you alone.” Unfortunately, the person does not have to stop, but this at least acknowledges what is happening and that you do not like it.
